Transferring Asylum Norms to EU Neighbours

This book analyses why the Ukrainian state established asylum laws and policies in the thirty years since 1991, even though the number of asylum seekers was very low. International and non-governmental organisations transferred international asylum norms to Ukraine. Various state and non-state actors participated in this process, translating, spreading, and resisting those norms. In many cases, legislative adoption was driven by domestic politicians’ pursuit of recognition by international organisations, such as the European Union and the Council of Europe, and by their desire to meet conditionality requirements. NGOs sought to influence administrative practices, alternating between confrontational and conciliatory, formal and informal approaches, and often relying on personal contacts. Actors used and shifted between scales in order to transfer norms or resist transfer. In the process, they produced, renegotiated, and confirmed those scales. For instance, NGOs resorting to the European Court of Human Rights to prevent refoulement placed the European scale above the national scale. This book offers a new multi-actor and multi-scalar analysis of policy transfer.

Working Through Colonial Collections. An Ethnography of the Ethnological Museum in Berlin

Reckoning with colonial legacies in Western museum collections

What are the possibilities and limits of engaging with colonialism in ethnological museums? This book addresses this question from within the Africa department of the Ethnological Museum in Berlin. It captures the Museum at a moment of substantial transformation, as it prepared the move of its exhibition to the Humboldt Forum, a newly built and contested cultural centre on Berlin’s Museum Island. The book discusses almost a decade of debate in which German colonialism was negotiated, and further recognised, through conflicts over colonial museum collections.

Based on two years of ethnographic fieldwork examining the Museum’s various work practices, this book highlights the Museum’s embeddedness in colonial logics and shows how these unfold in the Museum’s everyday activity. It addresses the diverse areas of expertise in the Ethnological Museum – the preservation, storage, curation, and research of collections – and also draws on archival research and oral history interviews with current and former employees. Working through Colonial Collections unravels the ongoing and laborious processes of reckoning with colonialism in the Ethnological Museum’s present – processes from which other ethnological museums, as well as Western museums more generally, can learn.

Commemorating the First World War and Its Aftermath: Neo-Ottomanism, Gender, and the Politics of History in Turkey

This chapter discusses the Justice and Development Party’s (AKP) neo-Ottomanist history politics with a focus on commemoration and memorialisation of the First World War and the “Independence War” in Turkey. These commemorations refer to a mythical Ottoman past that stresses Sunni-Muslim-Turkish imperial legacy and the prominence of Muslim faith, solidarity, and martyrdom. While they undermine the hero cult around Mustafa Kemal and pluralize heroism by including women (and other male warriors), the commemorations consciously omit the existence of non-Muslim soldiers and ethnic violence against non-Muslims. The chapter traces incorporation of mythical narratives of women warriors into the centennial memorialisation in order to explore the shift in the construction of masculinities and femininities. Although the recognition of women’s participation in the war effort is a step towards pluralisation, women’s heroic representations reflect the same neo-Ottomanist obsession with “Muslim martyrdom” that rests on a masculinist notion of heroism, and a homogeneous ethno-religious identity.

Sigmund Freud. Zur Einfrührung

Jahrhundert so sehr geprägt wie Sigmund Freud, der mit der Psychoanalyse nicht nur ein neues theoretisches Denkgebäude und psychotherapeutisches Verfahren, sondern auch eine weltweite Organisation begründet hat. Freuds Schriften haben eine kaum überschaubare Fülle an Sekundärliteratur hervorgebracht und waren Gegenstand zahlreicher, bis heute andauernder Kontroversen. Diese Einführung des Wissenschaftshistorikers Andreas Mayer sucht einen Neuzugang, indem sie deren Genese in ihren wissenschafts- und kulturhistorischen Kontexten erhellt und ihren kollektiven Charakter aufzeigt. Im Gegensatz zu einer Auffassung, die die zentralen Begriffe Freuds als stabile begriffliche Einheiten begreift, wird eine dynamische Perspektive entfaltet, die die Spuren des historischen Prozesses an den Texten selbst aufzeigt.

Contemporain de l’Histoire de la folie à l’âge classique de Michel Foucault, The Discovery of the Unconscious. The History and Evolution of Dynamic Psychiatry d’Henri Ellenberger est certainement l’un des livres les plus marquants en histoire de la psychiatrie, un champ de recherche qui a connu un développement formidable dans le monde ces dernières décennies. Mais comment s’insère-t-il dans l’histoire des sciences sociales ? Cet essai sur l’histoire comparée promue par Ellenberger présente plusieurs facettes de ses travaux, en relation avec des médecins et intellectuels significatifs comme Karl Menninger, Georges Devereux, Henri Ey, Georges Canguilhem, Arthur J. Rosenthal et George Mora. Pour la première fois, une analyse fondée sur des documents d’archives introduit Henri Ellenberger comme un élève de l’ethnographe Arnold Van Gennep et un lecteur assidu d’autres comparatistes, démarche qui l’amènera à s’imposer en histoire culturelle.

Inutilité publique. Histoire d’une culture politique française

Les grands projets d’aménagement sont une cible privilégiée des mouvements écologistes. Dénoncés comme « inutiles et imposés », ces projets font l’objet de multiples résistances. Pourtant, la notion d’utilité publique est au cœur de leur légitimation par les pouvoirs publics français. Car aux yeux de l’administration, l’utilité publique ne renvoie pas à l’idée générale de bien commun, c’est un principe au nom duquel il est juridiquement possible de transformer l’état du monde – y compris si certaines populations doivent en subir les conséquences. Et la conformité ou non d’un projet à ce principe résulte d’une procédure administrative méconnue : l’enquête publique, mise en scène par excellence du consentement.

Frédéric Graber propose dans ce livre un décryptage minutieux de ce rouage central de l’économie des projets. Retraçant l’histoire de la fiction juridique qu’est l’utilité publique, il montre comment la référence à ce principe, formulé sous l’Ancien régime pour favoriser certains intérêts tout en se prévalant d’une forme de justice, a été maintenue jusqu’à nos jours. Il en résulte un éclairage saisissant sur l’aversion au débat caractéristique de la culture politique française.

Jewish Imaginaries of the Spanish Civil War: In Search of Poetic Justice.

Jewish Imaginaries of the Spanish Civil War inaugurates a new field of research in literary and Jewish studies at the intersection of Jewish history and the internationalist cultural phenomenon emerging from the Spanish Civil War (1936–1939), the Republican exile, and the Shoah. With the Spanish Civil War as a point of departure, this volume proposes a definition of Jewish textualities based on the entanglement of multiple poetic modes. Through the examination of a variety of narrative fiction and non-fiction, memoir, poetry, epistles, journalism, and music in Yiddish, Spanish, French, German, and English, these essays unveil non-canonic authors across the West and explore these works in the context of antisemitism, orientalism, and philo-Sephardism, among other cultural phenomena.

Jewish writings from the war have much to tell about the encounter between old traditions and new experimentations, framed by urgency, migration, and messianic hope. They offer perspectives on memorial and post-memorial literatures triggered by transhistorical imagination, and many were written against the grain of canonic literature, where subtle forms of dissidence, manifested through language, structure, sound, and thought, sought to tune with the anti-fascist fight. This book revindicates the polyglossia of Jewish cultures and literatures in the context of genocide and epistemicide and proposes to remember the cultural phenomena produced by the Spanish Civil War, demanding a new understanding of the cosmopolitan imaginaries in Jewish literature.

Les prisonniers de guerre français en 40

À l’été 1940, des millions de Français se mettent à écrire, à leurs maires, sous-préfets et préfets, mais aussi à des organismes internationaux et jusqu’au pape, pour savoir ce que sont devenus leur père, leur époux, leurs enfants. En six semaines à peine, entre le 13 mai et le 22 juin 1940, la défaite militaire se transforme en débâcle et la captivité concerne désormais presque deux millions de soldats détenus par les Allemands en territoire français. Captivité transitoire, première étape d’un emprisonnement long, parfois douloureux, dans le Reich, captivité fondatrice aussi et mémoire oubliée de la Seconde Guerre mondiale.

Au nord de la Loire comme le long de l’Atlantique, la France se couvre de camps de prisonniers, les Frontstalags. Véritable défi logistique, social et politique, la captivité devient un enjeu central, pour les familles qui attendent, pour le régime de Vichy qui cherche à affirmer sa souveraineté comme pour les autorités allemandes qui imposent leur ordre de vainqueur, mais aussi pour les instances internationales, du Comité international de la Croix-Rouge à l’ambassade des États-Unis, en passant par le Vatican.

Donner à voir, faire ressentir, amener à comprendre ce qu’a été une captivité française en France, celle de 1940 : tel est l’objectif de cet ouvrage collectif qui varie les échelles et les points de vue pour proposer une histoire au carrefour de la défaite, de l’Occupation et de la Collaboration – un essai qui, à partir d’archives françaises et étrangères ainsi que de nombreux documents iconographiques, mêle relations internationales et quotidien à hauteur d’homme.
